Parking Charge Notice, premier park& dcbl

Hello everyone.
-Over 12 months ago I received parking charge notice, from Premier park, for parking in a car park at a friends flat.
-I questioned if i needed a permit as I realised there were some signs.
-She told me I would not need one.
-I parked there numerous time over the course of 3 weeks, even staying overnight, and never received a ticket.
-after parking there for just over an hour one night, I find I have a notice stuck to my window.
-I was advised not to pay as it is a charge not a fine (like speeding) so I didn’t.
-I have kept receiving demanding letters for over 12 months now, even from dcbl (debt collectors)
-I phoned them after the second letter questioning why they are threatening me and was told there is an outstanding debt.
-I have visited the citizens advice bureau and have been told write a letter to premier park stating why I have not paid
-I have read through some of the forums on this site and come to the conclusion that both outfits are cowboy firms using intimidation tactics.
All I am asking for is some advice and perspective as I do not know what I should do next.

What you do next is ignore everything unless or until you receive either a Letter of Claim or official court correspondence.

DCBL are acting only as debt collectors and are no different
to this thread

The CAB are totally a waste of time so don't bother with
them again.
WAIT to see what Premier do, then come back here
DO NOT get confused with DCBL who are seen on the
channel 5 soap opera "can't pay we'll take it away"
Everyone you see in that soap opera has already
gone to court and ignored everything
