Car not transferred by garage now have fine from DVLA

Something similar happened to my co-worker. However he realised a bit earlier, after a year of ownership. Car was never transferred to him and he never taxed it until he checked the car on DVLA websited and realised it. Dealer never realised either and it was still on their records, that's probably why co-worker was never stopped and no one received fine for no tax.0
