These 'fines' are what's wrong with the system - as those who dream up the schemes live in nice leafy suburbs where nobody fiddles with their bins....
I'd find other ways of recycling my stuff and not put my bin out.
But that's because I have a car and the recycling centre's not far away ... so it's easy for me to toss things into the car until I'm next passing, or passing a supermarket that takes bottles/whatever ...
But, somehow, I'd find another way of dealing with my recycling and let it become somebody else's problem. If somebody's flytipping in bins and yours isn't available they'll do it to somebody else's - and maybe that person will catch them and put the fear of God into them so they stop.0 -

I was thinking the same, depends if the OP has a car and what recycling facilities are nearby they could use.0 -

It's not "your" bin, it belongs to the council.
I've lived in areas where typically bins are left out at side of road - up to 20/30. Who cares who puts what in which bins, as long as categorisation (re-cycling, garden waste, general rubbish) is complied with.
Artful: Bin man in 60s... (when bin-men carried the one small metal bin on shoulder to the bin wagon, then back: You kids these days have no idea....).0 -

That's the point. Someone's dumped general rubbish in OP's recycling bin and the council are finingwarning them of a fine if it happens again.

The ridiculous thing is that there's people out there who think that's a good result.
It is a better result than not doing anything though, as even if there are no fines the recycling bins just won't get emptied and if they have festering waste in them you can guarantee that there will soon be an infestation of vermin (4 or more legged as well as the 2 legged ones who are too thick to use the right bin in the first place) to deal with too.0 -
