Parking eye

Hi trying to help a friend out .Any help gratefully recieved thanks .she has recieved a penalty charge letter requesting payment of £100 or £60 if paid within two weeks
Please read circumstances .any help appreciated thanks
I drove in there was cars in every space, until level c. So that’s where I parked my car. The tickets machine was not working on the level below me, and there was no ticket machine in level c. I had to use the stairs as the walk way was busy.. and I thought it would be much quieter as I suffer panic attacks. On level b there was human waste , and used syringes. So carried on to the bottom level A, when I noticed, what I though was just a sheet by the exit door by the ticket machine .as I got closer to the door there was a man who was under there with a unused syringe in his hand. This made me fearfull for my safety So I got out as quickly as I could. Which I find every hard as I suffer bad anxiety and panic attack’s and arthritis. I Tried to find a parking attendant but there was no body there. This gave me a panic attack So i left car park shaking I went in to a nearby shop where i felt safe to calm myself down, I then came back after a few mins later. Tried again to find a parking attendant to help me get up past the stairs past the person and if any others were around using syringes. Couldn’t find one. I got to my car and leaned on it for a while as my heart was racing. I left the car park .From the time of entry to departure was 15 mins

Thanks for reading

If the circumstances are your friend's words, then leave your post as it is.

If they are your words describing the event, then edit it and only refer to The Driver and The Keeper, who are different people. ;)

It is not a penalty or a fine.

Send the template from the NEWBIES thread from The Keeper, exactly as it is.

Then, start reading post 3 about how to construct a PoPLA appeal. Grace Periods will be one of the appeal points. There are two totalling 20 minutes.

Send a strong letter of complaint to the landowner and your/your friend's MP about the circumstances, and also referring to the information in the NEWBIES our MPs have discussed about this unregulated scam.

I would suggest contacting local press might be an idea as well.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. Hopefully, this will become law by Easter .

Did you actually receive a rejection letter/e-mail containing a POPLA code? Is the letter you have now received a rejection letter or is it just a debt collectors letter?

..any help to fill in popla appeal would be appreciated
No-one on the forum 'fills in' any POPLA form by paper or online.

You seem to have missed the 3rd post of the NEWBIES thread, telling you about POPLA?
