Why is that?
Many PPCs cannot be bothered to challenge a long PoPLA appeal - too much work.
The PPC must win on every single point if they want PoPLA to allow the charge to stand.
The appellant only has to win one point to get the charge quashed.
Thus the more points you put forward, the better chance you have of winning - either by the PPC throwing in the towel or them failing to successfully challenge every single point you make.
Fair enough -- in that case it all stays in.
Just one thing probably worth mentioning in the appeal -- POFA 3(1)(b) and 3(1)(c) are both significant. I am thinking of changingThe definition of “relevant land” is provided within the Schedule 4 of the Protection of Freedoms Act 2012, under section 3(1)©. I received a written reply to my SAR from DVLA. It looks like a request was made to DVLA by ICES (for NCP). A quick search on the company looks like it provides parking solutions to a number of clients. This kind of worries my as to how many intermediaries my details have been through for this alleged breach. Are NCP allowed to do this? Will read the DVLA DPA policy again but would like your experienced take on this.0

They are now called Imperial and they work for councils too:

I'd say NCP are allowed to do this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am going to submit the POPLA appeal today. In the grounds for appeal do I just select 'other' and then upload the PDF version of the appeal that was cut and paste here? Do I need to fill any other sections in the grounds for appeal? Such as unclear signage for example.
Do I also upload the pictures as attachments or will the links in the document suffice?0 -

You need to re-read post#3 of the NEWBIES FAQ thread.
Look at some of the sample appeals, especially those hosted elsewhere, and see what a fully illustrated appeal could look like.
Do not include links to pictures - embed the pictures into the one pdf document.
The suggestion is that you submit one pdf attachment that contains everything - pictures and other evidence included.
Then as it says in that NEWBIES post:These then get saved as PDFs and uploaded to POPLA under OTHER (ONLY)0 -
Received an email from POPLA stating that the operator does not want to contest and therefore appeal has been successful. Thanks to all your help and guidance. I have learnt a lot on the journey!0
