    have now received a letter from debt agency Direct CollectionBailiffs LTD who have requested payment with further costs, they do say you can ring them to discuss it not sure if we should ring and explain we are still waiting Popla decision or just leave it for the time being .

    Forget and ignore Direct CollectionBailiffs LTD and especially the word BAILIFFS ????

    Just an update we appealed to POPLA and were successful, briefly the appellant disputed the operator had the authority from the landowner to operate on the land. The assessors comments were, Within the operators case file they have provided a copy of written authorisation from the landowner. Whilst I note this evidence and can see a commence date,this contract does not contain an expiry date. As such, I cannot be satisfied that there is a valid contract in place for the operator to issue PCNs on this site. Accordingly, I must allow this appeal.
