The letter states they took someone to court and charged wthem over £20,000 for ignoring the parking fine. I'm scared!! And why didnt DRP sent the letter to my new address?

They refer to a case in Scotland where the lady picked up
many tickets but she said SHE WAS THE DRIVER.
