If you've promised a driveway trader £4000 and you've got no background on them, I'd be ringing the police for advice ASAP.
WHY? What possible advice could the police provide? It's not as if the OP was frogmarched to a cash point and forced to hand over £4000. They agreed the price (after negotiations) and are now a bit concerned that the final job will not be acceptable.
Keep discussing with the builder how the job is progressing .0 -

Op the police are there to advise vulnerable people and anyone if they feel they may be dealing with a rogue trader.
They can advise what steps to take, should the situation change.
They may also obviously be aware of criminals in your area.0 -

Exactly rouge traders are a matter for trading standards. So a civil dispute.
