Pub car park fine

Hi guys, i'd love a bit of a point in the right direction please. I
recently entered a Parking Eye pub car park with the intention of going in for a coffee. there were signs everywhere which i was very aware of stating that parking had to be paid for and then refunded at the bar. However when i got closer to the pub door i noticed the pub was closed so didnt exit the car. there were no visible opening times of the pub anywhere so i pulled into a bay (i was one of only 3 cars in the whole place) in the carpark and checked to see what time the pub opened on my phone. I eventually found out the pub didnt open for another 2 hours so left. I then received a fine for £100 saying i'd been there for just over 9 min. My problem is, if the pub was open i'd have happily paid the parking as i'd have got it back, but if its closed and i genuinely stopped to see when it opened, then left when i found out it wasnt opening, was there any need to pay for parking? do i have a leg to stand on?
any help greatly appreciated!

Did you pay for the parking? Seems clear enough that if you don't go to the pub you pay PE. If you do go to the pub, you pay the pub and they pay PE?
So what is your take on the matter? This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -
Parking Eye =BPA
BPA has a code of practice
Read it here https://www.britishparking.co.uk/write/Documents/AOS/AOS_Code_of_Practice_January_2018.pdf
See Section 13, page 9 "Grace Periods"
Particularly 13.2
Now, do you still need our help in writing an appeal???0 -
Guy's Dad: Does the grace period still count even if i've not paid for the time i was there?
Forgive me for being a little slow on the uptake0 -
My opinion is that parking lie failed to follow the BPA CoP that specifically allows patrons to arrive, look at signage, and decide whether or not to stay.
Nine minutes is inside one of the two ten minute periods that parking lie are required to allow.
So, The Keeper appeals using the template from the NEWBIES thread exactly as it is.
If this is rejected, then The Keeper makes an appeal to PoPLA using all the appeal points available from post 3 of the NEWBIES, Grce Periods being point 1.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
That's why I said to read the cop. As above ^^^^^0
