How to buy shares on the Toronto exchange

Good evening
Can anyone please tell me how it might be possible to buy shares on the Toronto stock exchange independently ie by using a platform similar to hargreaves, (they dont do it).
Or would I have to use a broker?

Note HL do say they offer Toronto (click "Which Overseas Markets Can I Trade On?" here).

What dealings have you had with them so far - have they told you they can't trade the particular shares you want to?

HL specifically state they cover the Toronto stock exchange. Why do you think they don't ?

I called them yesterday and they don't sell the shares I was looking to buy and they said it was because they were on the Toronto stock exchange
