I would suggest that by using the service, i.e. by parking your car, you have accepted the price charged and you have forfeited any right to a cancellation.

It pains me to say it, but by offering a two hour cancellation window it appears that the operator may be doing more than they need do in this respect.

It's not a cancellation window, but rather a time limit on how long you have to raise a query in regards to an overcharge. Here is their exact words to me:
... please note that customers have a 2 hour window after being overcharged or unable to park to request a refund - this is on our website under our FAQ's on refunds.

    As you wish.

I was just trying to help translate your situation into terms that might be recognisable in The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.

    Good luck.

Maybe I'm not being clear. If you were to go to any shop and buy something but when you returned home and checked your bank statement, you were charged more than the advertised price, would it be legal to say, well its been 2 hours and are T&Cs state a 2-hour window? This is the crux of the issue here. The parking company only allow for 2 hours to make a complaint for being overcharged.

My advice in post #11 is probably best for you, because you're highly unlikely to get a definitive answer about finer points of consumer law on a private parking forum.

No more so than asking us for advice on why an Engine Management Light showed up on your dashboard when parking your car.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
