neighbour building wall - obstructing to open car door

You really need to make sure there is not a restrictive covenant on her house (same on yours and the rest of the estate) that seeks to keep the front gardens open plan.
Yes, with house there is a covenant which states no walls can be built on the boundaries of the front gardens. Whether it is something that would be enforceable is another matter0 -
Do you know what prompted the wall to be built? People tend not to spend money building something that is not necessary. Could it be problems with children causing a nuisance for her or dogs?
I live at the end of a cul de sac there used to be no gate over the drive, we noticed that the tarmac was being worn in one particular place, not where we drove. I then saw a delivery van use our drive to turn around in. This happened a couple of times with other vans ( not delivering to us) so we have now put a gate across the drive entrance. It has the added bonus of keeping some children out who think they can use any unfenced area to play in. I would rather have not paid out to have the gate fitted but in the long run it works out cheaper than having the drive resurfaced.
There is room in the road to turn , lorries and removal lorries manage, but some delivery drivers think they can use any drive to help them turn.0 -

Are you related in some way to rajgn? Do you live on the same estate? Or are you perhaps his/her neigbour.....?
How do you know there is a covenant and how do you know what it says?0 -
I never damaged the plants as edge plants were bit inside as originally planted by builder but now wall is built just adjacent to car park area hence its creating problem. The lady never lived in the property since we bought our house..I hardly seen her couple of times...once she had come to our house to see new kitchen...if she had any issues then why never mentioned?0

I'm sure you can keep waffling-on with irrelevancies like this almost indefinitely, but if this wall is built within the curtilage of the next door property, there is probably nothing you can do about it.
The correct reaction now is to examine what, if anything, you can do on your own property to reduce the problem you perceive.0 -

The legal position has been explained already and remains unchanged.
Suggestions for practical courses of action have also been given - and remain unchanged.0 -

It won't make any difference if there is - so OP would be wasting his time.
The reason for that being that she will likely put some sort of obstacle there deliberately in that position in HER garden to prevent OP swinging his cardoor open over HER garden.
So, even if a covenant can be found that forbids walls, then she could put up a few wooden posts with a chain in between them or a series of large rocks. Most probably - she'd just put in a series of huge heavy plantpots with a large permanent plant in each of them.
One way or another OP isn't going to be able to continue to use the airspace over HER garden for his benefit any longer.
That's the way it is in this country - most of us have such tiny gardens that we simply don't have the room for anyone else to try "making free" with them and using them too and hence have to prevent it.0 -
I'm going to guess that your house is wider than 2.68m.
What can you do to create more space to park further away from her boundary?
You were absolutely right about neighbours needing to be considerate to each other. You need stop interfering with the neighbour and address your own problem on your own land in a way that doesn't affect other people's enjoyment of their own property.Everything that is supposed to be in heaven is already here on earth.
