    You are not understanding ....... As far as you are concerned
    the debt collector is dead in the water and you will not be
    dealing with them in any shape or form

    Are you saying that this (a debt crawler letter) is the first the keeper has heard about this PCN? If so, complain to the BPA and the DVLA.
    For some strange reason, PCNs seem to get lost in the post more than any other kind of mail.

    You should also complain to your MP about this unregulated scam using the information from post 1 of the NEWBIES.

    Debt collectors have no powers and can do absolutely nothing except send you poor quality bog paper..

    I have edited it. Thank you for that. I have gone on the website to write an appeal but it says that they have reffered it to a Debt recovery team. What can be done from here?

    You should remove the times from your original post. They are unique to your PCN.
