the debt collector is dead in the water and you will not be

Are you saying that this (a debt crawler letter) is the first the keeper has heard about this PCN? If so, complain to the BPA and the DVLA.
For some strange reason, PCNs seem to get lost in the post more than any other kind of mail.

You should also complain to your MP about this unregulated scam using the information from post 1 of the NEWBIES.

Debt collectors have no powers and can do absolutely nothing except send you poor quality bog paper..

You should remove the times from your original post. They are unique to your PCN.

3. If you still want advice and are not willing to put in more effort into detailing your particular case, I would suggest paying up (on what information you have given us so far !)
