Notice to Keeper Sent after 87 days

Hi,
So I have been having a back and forth (or more like me asking THEM questions and them ignoring me).
When I first got a ticket, I emailed them. So they told me that they didn't need to get info from the DVLA as I was the driver (no direct admission though). It went to POPLA, and they sided with them.
Now, after 87 days they sent a Notice to Keeper. My understanding is that they only have 56 days to do so anyway? Any ideas why they would send one now?

"Them" is the parking company.
The ticket was put on my car in a residential car park. My parking permit had slipped down so wasn't fully visible.
The question remains the same though: Why would they only send a NTK after 87 days, considering it has already gone to POPLA, and we have had other correspondence between us.0 -
The PPC can request the keeper's details from the DVLA for up to six months following the date of the parking incident.
They are free to ask the keeper for the driver's details whenever they like.
Of course they are hoping to get the driver's details, and a lot of the time they will get that information from the keeper, but the keeper does not have to divulge that information.0 -

They have ignored my past 3 emails with questions I would like answered, so I have no doubt that they will just ignore my last email. I have basically invited them to take me to court anyway.0 -
