Here's an idea: block new members from starting threads until they have made 5 (?) replies. Might at least slow the Chinese spambots down.
Also it would stop the new posters who create a new thread asking some tediously complex question, to which they never return.0 -

MSE should consider doing away with the report spam button, obviously keep the report button that way MSE can see who it is exactly doing all the reporting then leave it to their discretion whether they ban them for being malicious in their reporting.2
