Where are the eaves measured to and from

Hello, I am being told the eaves for my extension need to be no higher than 3m. However it does not specify how big the eaves are, I know that they are usually 100mm but this is not specified anywhere, so in theory I could build 1000mm eaves for my flat roof with the roof height at 4m. Anyone had similar issue?

The measurement is taken to the top of the eaves not the bottom for a pitched roof and to the top of the roof for a flat roof.
