Illegal parking ticket?

Hello,
I just had a quick question about a parking notice that i received. In the first letter it says that I do not have the right to appeal because it has been more than 28 days but it wasnt more than 28 days. When i received the first letter it was only 7-8 days past the date of incident.
I just had a quick look online and found this

22.1 Under the Code you must have procedures for dealing
fairly, efficiently and promptly with any communication
from the motorist. The procedures must give drivers and
keepers the chance to appeal a Parking Charge Notice.

Does this apply to my case? they have passed my case to debt recovery plus and I have received my intended court action letter.

Should I be worried? Even if they take me to court, do I have any chance winning this case?
I can also go to the place and speak to the manager to cancel the ticket perhaps but do you think its too late now?
Please don't point me to sticky board and appeal threads as I was not able to appeal to them.

    illegal ? - no , its just an invoice, nothing more

    POFA2012 is not mandatory, but MET are able to try to make a keeper liable if they stuck to the POFA limits, by getting the NTK to the keeper by day 15, plus they must also adhere to the wordings of POFA2012 sched 4 as well as the timeframe

    its far too late to appeal it

    post #4 of the NEWBIES FAQ sticky thread covers debt collectors and IGNORING them

    only react to a proper and formal LBC (not from DRPL) or an MCOL (court claim)

    MET have 6 years to issue a court claim , so try for a landowner cancellation (its never too late)

    Thank you for your reply. So its not a legal requirement to give the keeper a timeframe to appeal their parking charges? I mean like it seems really unfair to just give you an invoice and not let you even defend yourself and then keep bombarding you with threatening letters from DRP.
    Also do you think its a good idea to talk to the manager of where the parking location to see if they can cancel it?

    If you read NEWBIES PLEASE READ THESE FAQS FIRST (top of this forum) you will see that the first thing to do in every case, is complain to the landowner.
    In the first letter it says that I do not have the right to appeal because it has been more than 28 days but it wasn't more than 28 days. When i received the first letter it was only 7-8 days past the date of incident.
    I don't understand what you mean, that PCN did offer appeal (didn't it, I can't see the whole image, only the top?) and was sent a week after the event in June.

    Here is a link to the back of that letter ibb.co/nc3RZU from what I understand they just contradicted themselves by saying the 28 days has been past and I cannot appeal to them.

    Looks like they printed a PCN on the wrong back page!

    You need to complain to Steve Clark at the BPA and show him that front & back!

    He is the one person at the BPA who investigates and gets things sorted for victims. Do not imply who was driving though, the BPA are not on a consumers' side.

    I suspect he will get a POPLA code for you, or time to appeal, or it will be cancelled by MET.

    Nope, we don't write templates for 3 line emails! Just write that you were not afforded a chance to appeal in June, and you think MET must have printed the PCN with the wrong back page (no appeal) now you've compared it to others seen online. Ask him to investigate as you are now being hounded by debt letters.

    Attach a copy of front & back. Make sure Steve Clark can read the PCN number.
