I had PPI on an old RBS credit card, which was rejected, complained to the ombudsman and they concluded it was not miss sold, I have since received a letter from RBS who have advised me I qualify for a plevin payment. They have sold the debt to IDEM, BUT they want to make the payment to IDEM directly. I am trying to collect enough to make final settlement offers to various debts. Am I also right in thinking that debt was sold with legal deed of assignment and hence RBS have to make any payments to me. They have also not looked at any PPI before 2002 as their records don't go that far. I must add the first letter they sent me, I had to reply within 7 days, the second one says within 28 days , any advise would be appreciated

If they have sold the debt with no clawback rights then yes it should come to you but if they simply outsourced their collection they are right to pay it off. You can't really expect to borrow money, not pay it back and then expect them to give you more money if they have any right to offset it?
Sam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

Of course I don't expect that, I just want to make sure I understand the legalities before I send back any paperwork.0

As mentioned above, if RBS have clawback rights then they can set it off against the debt. If they dont then they cannot. They have also not looked at any PPI before 2002 as their records don't go that far.
They dont need to as Plevin only applies to credit agreements that were outstanding in 2008.

I have been in touch with RBS, the agent on phone agreed with me that the debt was sold than redress shoulheidebt was sold to IDEM, RBS have no affiliation with IDEM and are a 3 party. He said would give me a call in 24 hours. I got a call today, RBS basically said to me the redress was theirs to pay whom they though necessary. I asked them if they had an arrangement with IDEM to give them redress , he said no and also confirmed that RBS had no clawback rights . I said I didnt agree with their decision, and want it in writing, WOULD LOVE SOME ADVISE0

That is normal across the board. The banks started outsourcing it several decades ago.
