The alleged offence was on 10th March, but I received the notice as the registered keeper yesterday, date of issue was the 26th April. I am under the impression that a PCN must be issued within 28 days?
Easy to beat a non-POFA One with the templates, if this is a BPA member.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The driver cant remember for certain, and is a far distance so cant check that easily (also have a broken wrist so cant drive!). A mistaken entry is possible of course.0

More importantly though, the driver has shown me the bank transaction proving that payment was taken at that location on that day, as card payment was used instead of cash. The driver no longer has the physical ticket as over a month has gone by.
To me, this seems straightforward enough, unless i am missing something?
I'm guessing it might be a hire/lease or company or courtesy car though, which would explain the delay. If so, then the appellant hirer/lessee needs to use the appeal by Edna Basher from one of the 3 links at the bottom of the 1st post of the NEWBIES tread (not the Fleet Manager one, obvs).

Please see attached the screenshot of the payment that day at that location, clearly showing payment was made by the driver.
I therefore dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.
