secondly that an alleged overstay of 18 mins was within the 20 mins grace periods allowed by the code of practise.

That's the wrong way to argue it, the words '18 minutes' and '20 minutes' should never have been said by you. Posters should clearly split the time into a small time (say 8 mins) driving in, finding a space, and reading the signs (observation period) then 10 mins grace period to leave.

There is no '20 minutes' set in the BPA CoP, and trying to refer to two different periods as one,, sets people up to fail IMHO. Always split the trace period argument so that the grace period is 10m mins or less and the observation period, smaller if possible.

Maybe that wouldn't have worked with this Judge but it's a more winnable way to describe it and to use the BPA CoP to support it.
