Parking Ticket Not in English

I have received a parking ticket issued by the local council which half of the ticket was in Welsh with no English translation. As an English speaker only, I felt this disadvantaged me, particularly as the information in Welsh had some figures included (‘£70’). I appealed against this but the council rejected the appeal and sent me a ‘copy’ of the ticket with the English version addded. I’m aware the Welsh language act states that Welsh should be equal to but not supersede the English language. However, this has not been recognised by the local council. Do I have a leg to stand on here? The fine is not the problem, but it’s the principle of this situation that’s important.
