BLACK HORSE runaround

Hi,
I had a PPI taken out in 96 which I believe was misold, but I can not find who owns this ? Out of principle now I want to trace this back .
I have the certificate which has BLACK HORSE AGENCIES on the bottom off it and a policy number. . I believe the policy was later sold to B&B and then managed by St Andrews group
However I have contacted BLACK HORSE / LLOYDS TSB / BRADFORD & BINGLEY / ST ANDREWS GROUP / CHELTNHAM & GLOUCESTER all who say they have no record of this policy.
Maybe I am misunderstanding who sold / owns this PPI ?
Could anyone help / offer any pointers to where I should be looking ?

Black Horse Agencies was the estate agent arm. From memory B&B bought the estate agent.
If you bought the finance through an estate agent then it would be pre-regulation and they do not have to consider the complaint.
Your complaint goes to the seller of the insurance. Not the provider of the loan. Unless the provider of the loan was also the seller.
However, regulation only started in January 2005. Banks and some insurers have to consider complaints earlier than 2005 but brokers/agents/advisers/car dealers etc usually do not and can reject pre 2005 sales as being pre-regulation.I am an Independent Financial Adviser (IFA).
