That used to be the case but you've been able to do it since 2014. I think it was part of Osborne's pension/NISA shake-up. Of course not all providers can be forced to do it, just like cash ISA transfers
Yes, the rationale used to be that the contribution limit was set lower on cash ISAs than S&S ISAs, to encourage share investments. If you could transfer back from S&S to cash, you'd effectively get a higher contribution limit for cash than the government wanted.
Now that the limit is £20k total and it can be all cash or all S&S if you want, there's no need to prevent S&S to cash transfers anymore.
