Didn’t update logbook with new address

Please bear with me,
We moved when we had a very small child, I made a list of things to change address of - v5 log book was not part of it and to be honest I assumed when you changed your driving license this was everything sorted.
Anyway back in January I crossed into a bus lane 100’ too early and received a fine. However the fine was sent to my old address as was all further correspondence.
The first I heard of this was a letter at my current address demanding payment of £408.00 and threatening enforcement action to recover it.
My problem is three fold:
A) I understand I should have changed my address, however it was an honest mistake not one that should cost me £400.
shouldn’t the borough council have asked the DVLA for the current license address or where my car is taxed or insured too. I understand this is not protocol but surely that is what is fair and reasonable
C) I crossed into the bus lane 100m too early it was an honest mistake, I did not knowingly or mindlessly drive through a bus lane.
Have I got any chance of fighting this?

Register there (but please note that a hotmail address won't work - try using a gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
