Parking at the Range Free Car Park

I am not the driver but am the keeper of a vehicle which parked in a free car park whilst shopping for 20 minutes in The Range . No ANPR installed as it seems a mobile van and man with a camera took of photo of my car parked in a disabled bay without a blue badge. The driver is elderly disabled with arthritis but does not have a badge. No ticket was issued there - just a letter a few weeks later to me as the registered keeper from UKCPS with a request for £60 . I returned their letter stating I was not the driver and did not give them the name of the driver. After 28 days another letter arrived asking for £100. Anyone else experienced this I would think no-one by law has to own a blue badge to prove disability? Would appreciate advice. Thank you.

Does the NTK talk about keeper liability after 28/29 days, or does it witter on about some debt collector rubbish happening after 42 days?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, Thank you for reply. I sent letter back so can't remember exact date - but it must have been 4th September as latest letter says " 28 days have now passed since we wrote to you."
Also says , "you have been sent this Notification Letter for this Parking Charge Notice as you are liable for the charge"
I think I do remember the first letter going on about keeper/driver etc.0 -

OMG, you sent the NTK back? NEVER do that with any type of PCN, not even a Council one. When you appeal you do NOT return the document you need to retain!

Where in the UK did this take place?
If it's a Range in Scotland or NI then different rules apply.0 -
No idea re tickets etc and whether you should pay or fight but, if you dont have a disabled badge then you shouldnt park in disabled bays.

I have read that a blue badge only applies to local authority car parks and that private ones have no authority to discriminate people who are disabled, badge or not..0

If a private parking company has a condition attached to a particular bay that states you must have a blue badge displayed to park in that bay, it is possible that by parking there you may have agreed to that term of the contract.0

Send the same thing to the retailer/landowner and talk about disability discrimination and ask how that individual can avoid PCNs in future and get this one cancelled - because they clearly need to be on a white list.
Try it.
Even if turned down, at least the keeper has told UKCPS* about the disability which looks far more reasonable to a Court (later) than ignoring them and leaving them oblivious.
