new build, no mains water?

Hi everyone
My searches have come back today for a new building a new small development. Ours is the last property and all the other houses are now occupied. The searches have come back today and the water and the drainage report says it isn't connected to Mains water. Is this normal???
The is a lot of lines the sure saying "The house is a new build please speak with developer"

The house won't pass building regulations without a permanent supply of potable water. This doesn't have to be from the water main; a borehole or other private supply would be acceptable.A kind word lasts a minute, a skelped erse is sair for a day.0
