Yes, the email payment receipt lists the car registration number. Should I first contact PE and show them proof of payment?

and also email PBP again for that extra data/info that they or their agent holds.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have done this and attached the payment receipt as proof of payment, whether they choose to reply is another story. I received an auto-reply which states they only reply to general enquiries. I have a long time left to submit my POPLA appeal so I'll wait to see if they respond.0
