What is the best value 19-22" LCD Monitor/TV

Any help would be gratefully received on this. My wife would like a smallish widescreen telly in our kitchen/family room thing (about 20") and I could get one but at the same time we need to buy a desktop PC and can't help but think that buying a cheap PC with such a monitor might be able to do both jobs. What I'm worried about though is buying a load of pap and finding that the screen simply isn't very good and watching films on it will be a pain. And then I need to know if there's any problem with using a PC as a telly assuming that I can run an aerial to it. What does contrast ratios actually mean? And does the brightness number matter? And why am I so ignorant of all these things?

Help on any of these (apart from the last one which is meant to be rhetorical) would be much appreciated! Any pointers towards an idiot guide would also be great!
