Refunds for cancelled events (scam artist)

Good afternoon,
Let me first put this has been notified to the police / action fraud.
Myself and a group of other people were booked to attend a photographic event put on date set in August. This event was advertised in January. I myself paid in Feb via Paypal.
The event was cancelled one week prior to the date, since then myself and several others have been requesting refunds. A fortnight later a new date was set for April 2019.
Many people have requested refunds, not wanting to be transferred to the April 2019 date. I started noticing several people publicly posting to facebook, something is not right when several people are publicly asking for refunds. Refunds were promised some BS about it taking 30 days via Paypal we have all been promised refunds via messages. I started asking around and to date I know of 11 people awaiting refunds amounting to over £1k. :eek: This person has also done this previously and cancelled other dates and I know of people who've been asking for refunds for 6 months! After I posted publicly on facebook I have been emailed privately by Make Up Artists / Costumers whom do not want to be publicly involved but they had to resort to legal threats to get agreed payments!
I first tried my bank, who told me to contact Paypal, I contacted Paypal whom point blank refused to help and I dealt with a very rude adviser who point blank loudly spoke over me that "the transaction date was over the 180 day threshold" so no they would not reverse the transaction (they had previously closed two cases I had raised over this with no explanation). I went back to my bank and asked for a chargeback. They have done a chargeback and refunded me but I'm keeping my fingers crossed the chargeback isn’t challenged by Paypal or the scam event artist.
Question: Some people have been partially refunded, paid £150 refunded after several months £100 and still owed £50. I know of a few people awaiting refunds for approximately half of what they paid. So how can they best get their money back if they have been partially refunded? Will the banks honour an indemnity claim for part of the amount? Most people are owed between £30 and £100, some have had small refunds. How best can they get re-imbursed. Its completely not fair this person can commit fraud and get away with it.
