Strange text from RBS re claim payment

NatWest wrote to me in August with an offer for my claim, I signed the paperwork and they sent a text acknowledging the acceptance and telling me they would endeavour to make payment by 26th September.

I rang them Monday of this week to chase the payment and was told that they would raise a complaint with the payment team and I should call back in 5 days.

I’ve just received a text from them saying “we are unable to raise your payment at this time. We will aim to make your payment by 1st November and apologise for the delay” followed by the usual spiel about arrears, bankruptcy etc.

What I find really odd is the ‘unable to make payment at this time’ comment- why not just say they aim to make my payment by November and apologise for the delay? I have no arrears with NatWest and the only product I have with them is my mortgage where we have never missed a payment or paid late.

Is something strange going on or am I being paranoid?
