I recieved a NIP ticket on 01/10/18 for doing 37 in a 30 zone on 24/08/18. The date on the letter clearly states it was sent on the 01/10/18.
I’ve read something about a 14 day law in which the NIP must be send out but a little confused if this would apply to me. I am the registered owner and have not changed address.

Just to be pedantic there is no such thing as a registered owner. I suspect you mean registered keeper.

You read the Beckham case where he threw money at the (really really obvious, if you read the law about it) point that no-one needed a loophole lawyer for...the 14 day rule.
You do need to post on pepipoo, not here, for more advice. Use the NIP wizard there:

I can give you the answers here or on Pepipoo, it's all the same.
If the alleged offence occurred on 24/08, AND you are the registered keeper with the DVLA, the NIP must be served on you within 14 days, starting with the day after the date of alleged offence.
So 25/08 is day 1, and 07/09 is day 14. If the letter was received on 01/10, they are well out of time, and cannot prosecute.
However, you are still required to return the form nominating the driver, otherwise you can be done for Failure To Furnish under s172.
I suggest you send a covering letter with the form:
Dear Sirs,
Ref No. XXXXXXX
Please find attached the completed form, giving the driver's details in respect of the above matter. This fulfils my obligations under s172 of the Road Traffic Offenders Act 1988.
The alleged offence occurred on 24 August. You are required by law to serve the NIP within 14 days, so in this case by 7 September.
It was actually delivered by post to my address on 1 October, so 24 days late. I am sure you are aware of the recent high profile case involving David Beckham, where even one day late meant that no prosecution could ensue.
I do not expect to hear further from you, save for your confirmation that no further action will be taken.
