NCP evidence pack to POPLA

Trying to assist my sister. Keeper but not driver at the time of the incident. No information about driver has been given.
NTK issued by NCP back in July based on ANPR in an NCP Pay and Display.
Appeal to NCP rejected.
Appeal submitted to POPLA using template from this website - currently being considered by POPLA.
POPLA have emailed back with a copy of NCP's 'evidence pack' for the case. Very comprehensive. Photos of car entering and leaving. Many colour photos of the site, including all signage. Aerial photo of site with locations of signage, machines etc indicated.
Copy of land registry documentation for the car part set. About 35 pages in all!
Is this normal?
POPLA asking for comments before considering the case.
Should my sister respond, or not?
Read many times that NCP 'don't go for court action', but they seem to have put of lot of effort into their 'evidence pack'. Any thoughts?

The NCP car park is leased. There are two parties to the lease, one being NCP the other being a limited company I've never heard of.0 -
