    The third sign is totally inadequate and fails the BPA requirements. That alone should be a winning appeal point at PoPLA.

    The long Inadequate Signage point should be your first point in my opinion.

    Do complain to the landlord/freeholder and managing agents. Do also complain to your MP or the MP where the car park is located about this outrageous unregulated scam.

    Date of parking event? 31/08/18
    Date of appeal? I think was 22nd Sept?
    Who appealed? Was it you or was it the two Registered Keepers of the vehicles? I typed two letters, one for each registered keeper.
    Date the appeal was refused & POPLA code given? Letters dated 25/09/18

    Which vehicles?
    A car & a van? One a car, one a van.
    Is the car owned by the foreign person & the van by someone else? Yes.
    Is your son the owner or Registered Keeper of either vehicle? Neither.
    Has a Notice to Keeper been received in the post for either vehicle? No, only replies to letters sent.

    So we are on day 34. For keeper liability to apply the NTKs must arrive by day 56, the date of the alleged event being day zero.

    By my reckoning, day 56 will be the 26th of October.

    A PoPLA code lasts about 32 days, so submit the PoPLA appeals as late as possible without missing the appeal deadline. That way if no NTK has been received, the No NTK appeal point can be used.

    So, create the appeals and post them here for checking, then submit them on or after the 26th of Oct and no later than the 29th.

    Other regulars, please check my dates to make sure I have got it right.

    Just to add, I think you are doing very well, and you have done everything right so far despite your medical issues.

    You didn't use the appeal template from here, but it doesn't matter.
    You appealed the notice to drivers as late as possible without revealing the drivers' identities which is exactly what we advise.

    The idea of appealing a windscreen ticket is to make the scammers forget to send a NTK. So far this has worked. Let's hope now they continue to forget and don't send one within the required 56 days. :T
