I would look at whether there were other options other than disturbing the Asbestos. If not, then it may require an Asbestos company to make holes in them. Certainly it would have an effect on the pricing of the job.

Just out of interest, if you came to my house, you wouldn't see any textured ceilings as they're all covered up - would you still want a survey based on age?

This is precisely the problem with simply covering up Asbestos.
