Parking charge notice from BPA member followed by NTK

As this is my first post, apologies for any errors/omissions.
I got a windscreen Parking Charge notice from a BPA member more than a month ago, stating the Vehicle owner/driver left site. Following the advice on newbies thread, I appealed on day 25 as the Registered Keeper using the generic template.

2 weeks later, I received a NTK asking to pay £100 and saying "If, after 42 days (beginning with the day after the notice is given), the amount requested in the notice has not been paid in full (or we have not been informed of the driver's name and current address) the charge will be passed to our debt recovery team, and a further charge of £60 will be incurred".

Surprisingly, another letter was sent the very next day asking for Driver's details within 14 days of the date of this second letter, and also stating that the parking charge has been on hold under appeal and may be settled in full at the reduced rate of £60. I have a few questions (have already searched through other forums and couldn't find a straight answer):-



1. Why does the NTK say to pay £100 and then the second letter reduces it to £60?
2. What's the general process, timelines and steps to be taken in such cases?
3. Do I need to take any action right now?

    LOL, it's good old UKPC churning out a non POFA NTK again! '42 days'!!

    Because it's UKPC who don't know their rs from their elbow.
    2. What's the general process, timelines and steps to be taken in such cases?
    Wait for the rejection letter/POPLA code, or they might cancel when you don't bite!
    3. Do I need to take any action right now?
    Nope.

    If you get a POPLA code then you WILL win, by pointing out the strange NTK wording about an inexplicable '42 days' and debt collectors is not the POFA 8(2)f wording they'd need to have used, to hold a keeper liable.
