NCP PCN at train station

Hello.
I received a windshield parking charge notice from NCP at a train station. The PCN was for 'parking in a restricted area of the car park'. I ignored it as I know I wasn't in the wrong as I will explain later, and now I have just received a letter for 'parking charge--notice to keeper' which states that "we understand you to be the driver"

Now, I was indeed the driver, and parked in a reserved parking spot as I had pre booked parking the day prior and pre paid for the length of time I would be using it. However, what I didn't notice was that on arrival to the car park I was supposed to scan the QR code BEFORE entering the car park and since the machine to enter didn't say anything about those who pre booked, I just pressed the entrance barrier for a ticket like anyone else and parked up.
When I realised that the ticket I got was meant to be used at the end of my stay, (to pay for parking just before leaving) I went to an employee and explained the situation. They told me to not worry about it and just speak to them again before leaving so they could let me out (since I had proved that I had pre paid). However, upon returning to my car, I had the ticket and when I went to talk to the staff about letting me out and cancelling the ticket they said that I would have to contact NCP because they couldn't do anything (I'm not sure if the guy just wasn't bothered because it was late evening).
Anyway, I know for a fact that I'm not paying anything because I had every right to be in a reserved space and there was just a mix up with entering. So I'd like your advice. I convinently can't find an email to get in contact with ncp, unless I use the email to appeal. Should I get onto the train station about it or leave it? I have proof that I did reserve so if they took me to court they wouldnt have a leg to stand on but quite frankly I can't be bothered with the hassle.

    Everyone is politely asked to read up on this in the newbies FAQ thread near the top of the forum before starting a new thread

    Go there now to learn about the game you are now caught up in and how to deal with this

    Also see if this involves railway property/bylaws

    Throughout here you are advised never to reveal who was driving

    You need to edit your post to remove details of who was driving

    The Ppcs monitor this forum and can use your posts against you
  • Everyone is politely asked to read the newbies thread, there you will find answers you will need if you want to fight this and as you say 'I know for a fact I'm not paying anything etc' you would be wise to learn more about the game you are now firmly involved in.


    You not being bothered with the hassle wont gain you any fans here because the experienced posters here can probably do without the hassle BUT! they help and advise people from the point of having sound principles.


    I am sure you do have proof of paying for parking and I agree that the scammers system upon entering the car park is definitely flawed but they wont care about that, if you don't pay they will hassle you with lots of red letter threatograms and actually may take you to court.

    You should have appealed to the windscreen PCN on day 26, as registered keeper (NOT saying who was driving!).

    Now you have a NTK, but never mind, they still don't know who was driving so keep it that way.
    I convinently can't find an email to get in contact with ncp, unless I use the email to appeal.
    Thank Goodness you haven't got in contact and blabbed about who was driving! Of course you appeal as keeper now, to get a POPLA code and win it on 'no keeper liability' as it is a railway byelaws car park where there can be no keeper liability.

    The driver's name is what they need - DO NOT GIVE THEM THAT. Do not write about the story of what happened and ''I did this'' etc. Nonono.

    See the NEWBIES thread and play it out - template appeal as KEEPER, then copy a railway byelaws POPLA appeal that someone has won with earlier, it is that easy!

    If you don't bother, NCP do sue in some cases and THAT's ''hassle''!
