PCN Appeal/Ignore from Civil Enforcement (CE-Service)

Hi there,
I was wondering if someone could advise me better against a PCN issued by Civil Enforcement (Ce-Service.co.uk).
The landowner of the watersports centre I frequent has outsourced their parking to civil enforcement starting on the 14th of September, as I use this centre regularly (and I didn't notice anything different when I arrived at the car park and there was no effort made by staff to inform me that I was now required to sign in with my car registration) I went by my normal routine of parking up, unloading my kit and entering the centre.
The car park is free to customers of the centre, yet I received a fine of £60/£100.
Some details on the case........
As the vehicle owner, I was issued the PCN via post as it was captured on camera.
Incident Date :: 15/9/18
PCN Date :: 18/9/18
Letter received :: 27/9/18
Location :: Helly Hansen Watersports Centre, Salford
I called the centre today and talked to a shift manager but I was told that they have been instructed by civil enforcement to direct all complaints to themselves and to not engage customers with regard to complaints about parking.
I have not contacted civil enforcement with regard to this PCN at this point in time.
I feel it worth noting that I will be changing address this weekend as I am moving house. (might make correspondences a little tricky in the interim period)
Do I have a case to appeal?

Do not forget to change your address details on your V5C and driving licence and it might be an idea to inform CE of your future address for service as you don't want to miss court papers and get yourself a CCJ.0

If they will not deal with you, write very bad stuff on Facebook, they need to be aware that they are ultimately responsible for the actions of their poodle.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P.
for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

Do I have a case to appeal?

Hi
can anyone please help me. Last Friday I received a final reminder ( before legal action ) of a parking offence in a car park . Up until this reminder I haven’t been contacted at all. I immediately appealed as I’ve no idea what I’ve done wrong . When I did this it told me when and where the alleged offence took place and it was a car park where I parked for just under 2.5 hours . I was there but have no recollection of there being any parking restriction at all . I didn’t need a ticket from a machine . Also I didn’t get a ticket on my screen or receive anything in the post ( until this final reminder ) it was now a week ago that I emailed the appeal and haven’t heard anything . What do I do ?0 -
