Loft conversion - planning required?

Hello,
I am thinking of having the loft in my 1890s end terrace converted. It has a pitched roof and height at centre (where the slopes meet) is around 3 meters. There are around 12 end terraces in these blocks of roads/streets and they are a mixture of hipped or gabled roofs.
If I create a rear dormer, this will only make a small room so I was hoping to have a hip to gable with a rear dormer. The issue is; the house is addressed by the main road but the entrance is facing the street. The street is where the gable would be created.
I cannot find any clear answer whether planning permission will required.
Any thoughts?

You do not need planning for a flat velux window; but creating windows that have a view downwards/outwards I guess you would.0
