Ambiguous "relevant land"

Hi a couple of quick questions if I may.
For the purposes of POFA2012

Does the Notice to Keeper need to use that phrase, the one I have been sent says "Parking Charge Notice" not "Notice to Keeper"

Secondly, the notice says in two places "Starbucks xxx car park" where xxx is the name of the town. There is a Starbucks in the town, but the camera relates to a Starbucks carpark that is 6 miles out of town. Both could be said have the town name in their postal address but the notice to keeper is not clear as to which Starbucks it relates to. Only one has a car park though to be clear (the one 6 miles out of town).
Does this ambiguity mean that they have not stated the land as required by POFA 2012 because they could have used a more complete and unambiguous address to make it clear which land they were referring to?

Lastly if the signage does not comply with the BPA "required" information and clearly has bits missing that the BPA says they must include (managed by [insert operator]) on entrance sign for example then can they use the membership of the BPA to request details from the DVLA.

    No.

Seems tenuous, IMHO, so nothing to hang your hat on.

Yes they can, because if a person raised a concern about that with the DVLA they'd say that's a matter for the BPA (and the BPA would, we would say, sweep the complaint under Joanna's carpet).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
