I should have also mentioned that on the letter regarding 21/7 it says that it is now too late to make a representation against the pcn. Even though this is the only letter I have received about this incident?0

There is no silver bullet, you either read the guff until it becomes clear, pay, or ignore. You have got involved in a scam which can become very complicated and costly. You woud be well advised to perservere.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P.
for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

Take a copy of the letters and send them to NCP with a note written by the 'current occupier' of ''old address'' (NOT YOUR NAME).
State that:
Powcow has moved and his/her new address is:
NEW ADDRESS
and as he/she has not had an opportunity to appeal, the resident at OLD ADDRESS asks that NCP now:
- erase the old address from their records, in accordance with GDPR rules
- rectify the address for service to the new address
- send Powcow a PCN to the correct address so that an appeal can be lodged, as the residents were unable to forward the letters and the postal redirection appears to have failed.
Then sign it off with an unreadable squiggle.
Get proof of posting at the PO Counter (no popping it in the postbox!). NOT SIGNED FOR! Just 1st class post. DO NOT send the original letters back, you may need them.
The idea is to try to rewind the clock for you to appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for your advice. I have done this and have now received the letters to my new address. I would like to appeal on the grounds that I paid for a parking ticket but went over the time. When I returned to my car there was no way to pay the extra money owed for the over stay and no clear signage on what to do. Is this grounds? The letters to not explain clearly how long I over stayed but on a guess I would say one was 22 minutes and the other was 16 minutes.
Any help anyone can give would be greatly appreciated. I feel like I’m totally out of my depth here!0 -
Also do they have a time limit on these things? The first incident was 21/07 the second 17/08 I didn’t get the letter about the first one until the second one happened?0
