lead pipe bulging through wall causing damp

there's a lead pipe that runs through the corner of my utility room that seems to be bulging in places , hidden in others, and there's damp forming around it. it goes up into my neighbour's bathroom, however, she is difficult, and won't let me send a plumber to view it, refusing to deal with it, as according to her, she would have to rip up er bathroom and she's not prepared to do that. I'm not sure what to do, I'm worried it will burst, and it's already causing damp. If the pipe is coming from her flat, but causing problems in mine, is it her responsibility to deal with it or mine?

The bulge could just be where it has been joined. The damp could also be condensation.0

If you could expose the pipe and wrap insulation round it, that would help to reduce the condensation.Any language construct that forces such insanity in this case should be abandoned without regrets. –

That's what I'd say.
To the OP: lead pipe used "wiped" joints, basically solder added and "wiped" into shape, so there was a "bulge" where the pipe was jointed.0
