Plumbing issue / loud vibrating pipes

I live in an old converted house, in the downstairs flat... Every morning when my upstairs neighbour gets up she goes to the bathroom, flushes the toilet and then turns her hot water tap on for a bath. Unfortunately at this point there's a massive loud vibrating noise in my house as there's a thin pipe that runs from her kitchen / bathroom through my kitchen and below my flooring. This pipe vibrates like hell when she turns her hot tap on, its so loud it actually wakes me up - it sounds like a train coming through my house! On occasion she tries to remember not to do this but obviously this isn't ideal and we'd both like to have the issue resolved properly.
I've tried to pin the pipe section in my house down / to the wall so it doesn't vibrate as much / has nothing to vibrate against, but the sound is still unreal. It occasionally happens when I flush my toilet and shes running her hot tap - so I assume its something to do with the pressure of the water within the two houses. When the water pressure was low recently (I'd had a new boiler fitted and the plumber hadn't turned it back up enough) it was worse at this point.
I don't think when the house has been converted into two flats they have separated the water correctly - I'm just guessing at this as why would I have a pipe from her house directly through my kitchen!
Any ideas on a fix or do I need to call a plumber out? She rents her house and the landlord set someone to look at it (which neither of us trust as she's a bit dodgey to say the least) and he suggested the ball bearing in the toilet

could be water hammer, very loud knocking from pipes. Pipes need securing if that's the case. Ball valve issue more of a drone / whine noise that changes frequency as cistern fills. Valve is very easy to change so try this first.Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.0
