Do expenses affect permitted work earnings?

I have applied for a pizza delivery job that is minimum wage, but they also give £1 per delivery for fuel costs. This will push me well over the £125 limit for permitted work, but my actual wages will only be £96 per week.

The PW1 form say:

Expenses will not normally change your benefit if you get them as part of
the job. By expenses we mean money paid to you by your employer that
isn’t part of your wage. However, some expenses such as travel to and from
work will be regarded as earnings.

    Surely this is an expenses payment to cover the fuel cost for doing your job, it is not travel to and from work (i.e commuting) so I would expect it to be disregarded.
    Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.
