Paid on app and still charged

Hi all -

Last week I received a parking fine from SIP even though I'd paid via their app. I assumed it was a clerical error and their systems weren't syncing properly, so appealed via their website with a screenshot of the text message confirmation thanking for paying for parking at the relevant car park number.

However they've written back and said the appeal was unsuccessful as that's not their car park number. Thing is, I have a photo of the sign and it is. I also can see the sign on street view and it's right next to the specific bay we parked our car in.

I can't reply to their email response, and instead the email says the only next step is to pay or go to http://www.theias.org. Is that what I should do, and just outline my case?

    Did you use the right app to pay?

    It may sound stupid, but we have seen cases here and on the Pepipoo council ticket forum where people used, say, the RingGo app where the car park was a PayByPhone one, so effectively paid for the wrong car park which happens to have the same location code (from a different provider).

    Yes if you have compelling evidence, this could be a rare one to try the kangaroo court of IAS. You will be expected to produce absolute evidence that shows the payment made on your phone and the matching location code on the signs, and make sure your photos and phone record also show the date/time (because the IAS are so awful, they will side with SIP if you drop any ball).

    You also can't add more evidence later, so test it with us - show us your evidence first and we will see if we can pick holes in it, like the IAS would.

    Urgent though, as you only have 21 days and time is ticking already.

    Hi all - Thanks for the responses and sorry for my delay in getting back to you all, I have been away for unexpectedly longer than expected.

    I've put together some photos that will hopefully help. Firstly, I realise I titled this post 'paid by app' but I actually ended up calling and paying via the automated service as I had problems logging in with the paybyphone app. A screenshot of the confirmation is below:

    Now, weirdly, they are trying to claim that their car park is a different number. I received an email which included a very general statement declining my appeal without a reason, and then I received a second email stating:

    "83118 is not our location code so any payment made under it will not show when we search for your vehicle. As you have not paid for the correct car park the PCN was issued correctly."


    Now I cannot work out how 83118 is not their location code, as the sign was around 2 car lengths from where we parked and as you can see from the photo, clearly reads 83118! Their website also lists York St car park in Manchester (the car park in question) as having that code: https://www.paybyphone.co.uk/locations/manchester

    In regards to reading the newbie posts, my bad for not doing that, but I did not tell them I was the driver (chose the option of 'I was not the driver') and in a way I would not have waited anyway as I thought this was a simple clerical error!

    Throughout here you are advised never to reveal who was driving

    You need to edit your posts to remove details of who was driving

    The Ppcs monitor this forum and can use your posts against you

    That's a City council machine for on street parking. You can see the Council logo at the top of your picture of the machine, which is outside the entrance, on the pavement by the kerb.

    Looks like you parked at the entrance then walked on street (out of the car park) and paid at a Council machine instead of inside the car park.

    Ignore them, you will not get this past IAS if I spotted it that easily.

    Come back at court stage and keep your photos. A Judge will have a more pragmatic approach and if your local court is Manchester, their Judges are very anti-PPC.

    Thanks for the reply! Ah ok... gee that must be an easy mistake to make; a group of 4 of us, 2 locals, and we all thought that was the machine!

    I'ce dealt with a near identical issue with a staff vehicle in West Street Southport. It's a Parking Eye site, but council pay machine right at the entrance - https://goo.gl/maps/6D8S6Akno5s

    The only Parking Eye machine is behind the white car on the left of that car park - if there was anything larger parked in front of it, it's not possible to see it.


    I challenged this at POPLA on inadequate signage who accepted the appeal - I doubt IAS would be as understanding.
