Building Control and Electrical Certificate

Hi. Wondering if someone can help.
We have had a garage conversion done and have been jumping through all the various hoops with building control. We are now in a position where everything has been done, except the building control officer will not accept the electrical certificate provided by the electrician, as he is not registered to a competent persons scheme. A mistake I will not make in the future. Building control have asked for copies of the electricians qualifications, but unfortunately the electrician was recently killed in a motorbike accident, so I can't obtain this information now. I have asked for a solution from Building Control but everything is taking 2 weeks at a time to get a response. Can ayone offer any advice as we are in the process of selling and need the work signed off.?

The advice you have been given is incorrect.
Another contractor cannot certify the installation as they were not present during the construction/erection of the installation. Even if they were someone else would need to sign for the Design and Construction of the installation, with them only signing for the Inspection.
Really the only way forward is seeing what Building Control will accept. (It is possible that they will allow a periodic inspection of the installation to regularise this, but that is entirely their call.)0
