HIghview online and telephone payment options not working?

Hi,
Just got back from holiday to a letter from Highview informing me I need to pay £60 for parking for 25 mins in a Gala Hall bingo carpark. Unfortunately, I am outside of the two-week time for the reduced fee period as the letter was received whilst I was on holiday. I logged in with my PCN number and it was telling me that the charge was still the reduced fee of £60 and not the higher fee of £100, despite being outside of the payment period (I was going to send my flight itinerary as evidence if they were going to charge me the higher fee).
So....I first contacted their 24 hour payment line (0844 371 8784) as this is the cheapest option to pay, and the line is dead. I then go to the website (https://www.parkingchargepayment.com) and enter my PCN number and car reg, press proceed to payment, and am unable to connect to the website (it directs me to https://ranger.keyivr.co.uk). Subsequently, I am only left with the option of completing the payment slip and being charged an extra £2.50 for the privilege of paying by post.
But has anyone else had any difficulties t=with the phone number or online payment system? Seems a bit odd that neither option is working.
Incidentally, I am choosing to pay, just to avoid more hassle!

Why not simply cut and paste the template found in the thread at the top of this board that tells Newbies to read it first?

Why come here if you're determined to pay? Even if we knew a getaround for their payment line, I doubt anyone would tell you as all we would be doing is aiding and abetting you losing your money in a scam.
As waamo advises, send off the initial appeal template from the newbies FAQ sticky, post #1. Don't add anything to it whatsoever (especially about flight times - nothing). HV cancel in almost every case when the unaltered template is used.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

OK thank you - I have found the template. When I go to the appeal option online, I am forced to tick either of the options:
Tick here to confirm that you were the driver and that the PCN you have received contains the correct information
Tick here to confirm that you were not the driver or that the PCN you have received contains incorrect information
Should I tick the option of confirming I was not the driver? As the advice on MSE seems to be that I should not confirm who the driver is?
The appeal from also asks for my name - is it ok to put my name down? Apologies - still jet lagged.

Be very careful with that 'not the driver' drop down box, as if you add anything or alter details on the portal, it will default back to 'I was the driver'. Some people seem to have been caught out by that recently.
I'd do the drop down box as your very last input to the portal before pressing the 'Send' button. Take a screenshot just before pressing 'Send'.Please note, we are not a legal advice forum.
