Lost builders completion certificate

Hello! I am selling a house that was built in 2005 but unfortunately I have lost the builders completion certificate. I've been in touch with the builder and he can't find it either. Our buyer has been advised not to proceed with the sale without the certificate as they would find it difficult to resell.
I have heard that it's possible to get a copy from the council but that this would make it impossible to get an indemnity policy if I asked the council. However, I know the certificate was originally issued- I remember having it but have just lost it, so surely it should be easy enough to just get a copy from the council and no indemnity would be required,?
I'm very confused by the conflicting things I'm reading so any help would be appreciated!
