Area moving to UC in Oct - if applying now will it be current system or UC?

My area moves to UC on 1 October. If I claim now is it based on when they receive the form or when it is assessed - so it could be UC? Is there anyway to make sure it does not go onto UC as I believe I will get less. I can't do it over the phone or online as its form only. Thanks

This page https://www.gov.uk/sure-start-maternity-grant says Sure Start grants do not affect other benefits.
