TfL PCN: Red route loading bay

Hi all

I stopped for 3 minutes in a red route Loading Bay on Battersea Rise, London, to pick something up at Tesco. See location Google Maps goo.gl/EKKHH3.

I received a PCN.

Any idea if I can challenge this for de minimis, or for procedural impropriety, or otherwise?

    You would probably be better taking this over to our friends on pepipoo.com as they are more experienced with this sort of thing, whereas we specialise in private parking charges here on MSE.

    You will need to register on pepipoo with a non-Hotmail email account and then read the FAQs there before asking your query.

    Did you try a gmail account and using chrome, not Firefox?

    I've never heard of anyone not being able to post/register there when using gmail.

    Loading bays (red routes or otherwise) are intended for loading cumbersome or heavy items. Obviously a motorcycle wouldn't be the type of vehicle that would be considered to convey such items as such would not be permitted to occupy the bay. Further, if the adjacent signage had the wording "goods vehicle" on it, then only a vehicle designed to carry goods (such as a van/lorry/truck etc) would be permitted to occupy the bay.

    Unless there is an issue with the signage or PCN itself, i'm afraid you have no grounds of appeal.

    I just helped my nephew avoid a TFL 'red route bay' PCN, and the first thing I did was tell him to appeal and state that he could not see and make an informed decision from the photos, whether the sign was in operation at the material time, and that he wanted the video.

    Bingo!

    In their haste, TFL's camera operator hadn't shown the signs at all, and my nephew had to win, and once it went to adjudication, he did. TFL threw in the towel.

    A red route bay is not a red route 24/7 so the sign in the video is key. May as well ask for the footage quickly in the first appeal, as - if you appeal within 14 days - the discount will be frozen while such evidence is supplied.

    You can see from the CD if you have a case, and can still pay at the discount, if not.
