Painting Column Radiators

I've have a modern column radiators that I fitted in my house 10+ years ago and they have gone a bit yellow and have patches of rust and are generally a bit grotty as they are difficult to clean as the gaps between the pipes are really tight.
So, I've bought some Plasticote Radiator spray paint. But I would just like some advice on the best product to clean them and deal with the rust spots prior to painting. as I know that the surface needs to be immaculate for a decent job.
